Persons with a valid and non-outdated learning licence from Canada, France, South Korea or Germany must pass the driving test, but not the knowledge test. Persons with a driver`s licence from a country other than the United States, Canada, France, South Korea or Germany must pass the knowledge and driving tests, as Texas does not have reciprocal agreements with other countries. License-To-Carry (LTC) The redundancy agreement means that the State of Texas and other states recognize each other`s LTC/CCW authorizations. A unilateral agreement means that Texas honors this LTC/CCW, but that state does not recognize the Texas LTC. Not all states authorized by the Texas LTC have a reciprocity agreement with Texas like Vermont. Only Canadian and Mexican commercial licenses are recognized by the U.S. Secretary of Transportation as a total reciprocity for driver`s licenses in the state of Texas.
